SAN ANTONIO ¬- The moment is almost here for Ishaq Williams, which doesn't mean the 6-foot-6, 230-pound athlete from Brooklyn, N.Y., will seize it. Williams plans to make his college commitment during the U.S. Army All-American Bowl on Saturday, but the four-star prospect has left himself wiggle room in choosing Notre Dame, Penn State or Syracuse on national television.
